Strategy explanation
Sahagin Chiefs are the main source of Power Spheres in an Any% run, they always drop one and if Overkilled they will drop an additional one: with the normal strategy (no Lightninstrike weapons, 0 cheers) the only way to Overkill them is by critting with Tidus (23% chance); Tidus will always kill them with one Attack, Wakka can only if he crits (21% chance, 24% chance if he has an Armguard equipped).

Using 2 Cheers gives Tidus 100% chance to Overkill, using a 3rd one gives Wakka a 31/32 chance of killing in one hit and of Overkilling if he crits.

Using 1 Cheer gives Wakka 100% chance to kill with one Attack and to Overkill if he crits.
